Biographical Information: Arthur was born on 28 June 1924 in Sculcoates, Hull, Yorkshire to Guy and Mary Hartley. He is known to have had two brothers. He was trained at the Isle of Man. He was 16 years old at the time of his loss. We have no additional information.
