Biographical Information: Cecil was born on 24 November 1899 in Birmingham, Warwickshire. He was married in 1932 to Sarah Jane (Cis) Stringer and they lived in Birmingham. is believed to have worked in one of Hood's magazines. He was 41 years old at the time of his loss. We have no additional information.
